Officiating Eligibility Requirements

To become or remain a DFOA Certified Official:

  • Must be a member of the DFOA and listed on DFOA records.
  • DFOA annual member dues must be paid.
  • Must pass (annually) the online NFHS Football test without collaboration.  Passing score is scoring at least 85%.
    - For veteran officials this is the NFHS 60-question veterans test administered by CFOA prior to each season.
    - For new/rookie officials (or for those veterans that did not take the 60-question test during the testing window) this is the NFHS 100-question test which is open to take throughout the season.
  • Remain in good standing with the DFOA.

Requirements for each contest level:

High School Freshman Games

  • Registered official with CHSAA.
  • Must have current background check on file with CHSAA.
  • If official is not a certified DFOA official, official may not work the Referee position.  May work Umpire or Wing position.

High School Junior Varsity Games

  • Registered official with CHSAA.
  • Must have current background check on file with CHSAA.
  • Certified official with DFOA.

High School Varsity Games

  • Registered official with CHSAA.
  • Must have current background check on file with CHSAA.
  • Certified official with DFOA .
  • Have attended a State Master Clinic during the current season or have taken the Master Clinic online during the current season provided the Master Clinic was previously attended during the previous season.
  • Comply with the requirements established by the CFOA Constitution and policies established by the CFOA Board of Directors.
  • Agree to utilize the mechanics in the CFOA Officials Mechanics Manual.
  • Pass the physical standards test established by the CFOA.
  • Have passed the online CFOA Mechanics Football test without collaboration.  Passing score is scoring at least 85%.
  • Have attained at least 5 DFOA local area meeting credits for the season.  If at least 5 DFOA local area meeting credits were not obtained during the previous season, official will not be eligible for Varsity games during the current season.
  • Have worked at least three sub-varsity games during the current season.  If at least 3 sub-varsity games were not worked during the previous season, official will not be eligible for Varsity games during the current season.


High School Playoff Games

  • Registered official with CHSAA by March 1 of the membership year.
  • Must have current background check on file with CHSAA.
  • Registered official with CFOA with at least five years of high school varsity experience.
  • Certified official with DFOA.
  • Comply with the requirements established by the CFOA Constitution and policies established by the CFOA Board of Directors.
  • Have attended a State Master Clinic during the current season or have taken the Master Clinic online during the current season provided the Master Clinic was previously attended during the previous season.
  • Agree to utilize the mechanics in the CFOA Officials Mechanics Manual.
  • Pass the physical standards test established by the CFOA.
  • Have passed the online CFOA Mechanics Football test without collaboration.  Passing score is scoring at least 85%.
  • Have passed the online CFOA Custom Football test (playoff test) without collaboration.  Passing score is scoring at least 85%.  (Note: Due to some flaws on some questions, those officials that took the test have received a PASS on this this test for 2018.  Those officials that did not take the test are not playoff eligible for 2018.)
  • Have worked at least three sub-varsity games during the current season.
  • Have attained at least 5 DFOA local area meeting credits for the current season.
  • Maintain a physically fit appearance suitable for officiating the game of football.
  • Have worked at least 7 varsity games at your position during the current season.
